Maui law requires every animal to have protection from sun, wind, and rain.

A domestic animal needs access to shade and shelter. A free living (wild or feral animal) can seek these out when necessary, but a domestic animal can only make the best of what is provided for them. So it is important that you provide these facilities for your animals.
These slides show pictures of keeping animals healthy and comfortable. Cows love the shade of trees. Horses like tree shade and shelters. Goats like shade and need to get off wet ground in a raised shelter. Dog houses should be placed in the shade, as sun makes your dog's house into a hot-house. Rabbits need to get off the ground and access to a raised hutch.

Animals fenced in fields, pens, and yards are completely dependent on their owner for all needs. If an animal on Maui has no shade or cannot get out of the rain, the owner is violating Maui county code.
